If, after meeting and conferring for a reasonable period of time, representatives of the City and the recognized employee organization or organizations fail to reach agreement, the City and the recognized employee organization or organizations together may agree upon the appointment of a mediator mutually agreeable to the parties. Costs of mediation shall be divided equally, that is one-half to the City and one-half to the recognized employee organization or organizations.
