§ 31.08 COMPOSITION OF COUNCIL.
   (A) From and after the passage of this section, the Common Council shall be made up of seven Council members with four members being selected from the districts enumerated and established in Ordinance 1982-19 (codified at § 31.09) and three at large members, all of which is undertaken in accordance with IC 36-4-6-4.
   (B) Each voter of the city may vote for three candidates for at- large membership and one candidate from the district in which the voter resides. The three at-large candidates receiving the most votes from the whole city and the district candidates receiving the most votes from their respective districts are elected to the legislative body.
   (C)   The seven member Common Council for the city shall remain in full force and effect until changed by ordinance; this section is being passed in accordance with the laws of the State of Indiana.
