9-2-1: PLAT APPROVAL PROCEDURE:
   A.   Stages of Process: All subdivision plats shall be processed in three (3) stages leading to approval for recording: except that, as provided in this Title the first stage may be waived. The three (3) stages are: the sketch plan, the preliminary plat and the final plat. (Ord. 90-19, 11-28-90)
   B.   Final Plat Approval Required: No land shall be subdivided and filed for record, no building permits issued, and no improvements or construction permitted until a final plat for that development has been approved and recorded.
   C.   Prior Final Plat Approval: If a final plat of subdivision has heretofore been approved prior to the effective date hereof but no improvements have been constructed subsequent to said approval, then the subdivider and/or developer shall follow the applicable procedures for filing, review and approval of the preliminary and final engineering plans as are otherwise provided herein for any new subdivision. All provisions relative to guarantees of performance (as set forth in Section 9-4-4) and inspection of improvements (as set forth in Section 9-4-5) shall also apply.
   D.   Plat Approval Process: The complete plat approval process shall include seven (7) steps which are as follows:
      1.   Application form with required additional documents and payment of fee.
      2.   Sketch plan submitted for conceptual review.
      3.   Preliminary plat submitted for approval.
      4.   Hearings and approval on preliminary plat
      5.   Final plat submitted for approval.
      6.   Village Board approval.
      7.   Recording of final plat (Ord. 90-03, 7-25-90)
