Any person violating any of the provisions of this chapter will be subject to penalties pursuant to Section 1-4-1 of this code. If the Village incurs expense, including towing or reasonable attorneys' fees, in enforcing this chapter, the vehicle owner and the owner or occupant of private property notified as set forth in Section 4-13-7 will be jointly and severally responsible for the expense.
