No person, either as principal or agent or otherwise, shall tap, tamper with, deface or connect with any water pipe, hydrant or fire plug belonging to or managed or controlled by the Municipality, including any fire hydrant or fire plug and the pipe supplying the same located on private or public property in the Municipality, or draw or use any water from any water pipe, hydrant or fire plug unless a written permit has first been obtained from the Municipal Manager. No person shall tap, connect with or draw or use any water from any other water pipe, hydrant or fire plug than that specified in the permit. No person shall tap, connect with or draw or use any water from any water pipe, hydrant or fire plug except during the time specified in the permit.
