All new installation, replacement and/or relocation of electric service and distribution lines and wires and supporting structures, fixtures and appurtenances connected to, used in direct connection with, or necessary for the operation or safety of such electric lines, including all transformers and communication interconnection cabinets, shall be installed below ground, except that lines and wires along Winton Road may be installed above ground. Such electric service and distribution lines and wires and supporting structures, fixtures and appurtenances may be above ground with the approval of Council. Such approval may be granted where underground placement is impractical and unfeasible, or if the public health, safety and welfare is better served by aboveground placement. The usual and ordinary permits required for installation shall be obtained and all work shall be accomplished in accordance with the prevailing regulatory standards.
