It shall be unlawful for any person, firm, or corporation to tunnel under or to make any excavation in any street, alley, sidewalk, or other public place in the city without having obtained a permit as required, or for failure to comply with the provisions of §§ 92.15 through 92.23 or in violation of or variance from the terms of any such permit.
