(A) Every licensee hereunder shall keep and retain upon the licensed premises, for a period of 24 hours after the purchase, acquisition or receipt thereof, every item or article of junk so purchased, acquired or received by him or her and placed on the licensed premises.
(B) The licensee shall not disturb or reduce or alter the original form, shape or condition of the same until such period of 24 hours shall have elapsed; provided, however, that this section shall not apply to a licensee who has in his or her possession a certificate of title or a certificate of junk for said item or article.
