§ 54.22 SCHEDULE OF RATES AND CHARGES.
   There is hereby established for the use and service rendered by the municipal waterworks system of the city a schedule of rates and charges as follows.

   (B)   Minimum charge per month. Each user shall pay a minimum charge in accordance with the following applicable size of meter installed, for which the user will be entitled to the quantity of water set out in the above schedule of rates:

   (C)   Service outside of municipality. Service shall be provided outside of the city to users upon such terms, conditions, and rates as negotiated and agreed in writing which shall provide a cost which in no event may be less than charged to a municipal user or result in any negative impact, cost, expense, or other effect to the utility and/or city.
   (D)   Fire protection. Service under this rate shall consist of standby service for fire emergencies, and all water taken through the connections shall be restricted to fire emergencies only. The utility reserves the right to install flow detectors from time to time to see that the service is restricted to firefighting purposes.
      (1)   Sprinklers.

   (E)   Valley Rural Utility Corporation. A 30 year contract for the provision of water and sewer was entered into by the City and VRUC on August 21, 2007. VRUC shall be subject to the following rates:

   (F)   North Dearborn Water Corporation. The City of Greendale provides water service to North Dearborn Water Corporation as provided for in § 54.09. North Dearborn Water Corporation shall be subject to the following rates:

   (G)   Temporary users. Water furnished to temporary users, such as contractors, circuses, and the like, shall be charged on the basis of the above schedule of rates as estimated by the City Manager.
   (H)   Tapping and turn-on fees.
      (1)   Each user, at the time application is filed for connection with the waterworks system, shall pay a charge to cover the cost of tapping the main, furnishing and laying service pipe, corporation and stop cocks, service and meter box, and installing the meter determined by the size of meter tap as follows:

   (2)   Connections two inches and larger will be billed at cost of labor and materials with a minimum charge of $1,200.
   (H)   Advance deposit. All water utility customers not also a customer of the city’s electric utility shall pay at the time of establishing service an advance deposit of the greater of: $160; or an amount equivalent of two times the actual or expected average monthly bill for water utility service.
