(A) Every dwelling unit shall contain at least one hundred fifty (150) square feet of floor space for the first occupant, one hundred (100) square feet of floor space for each additional occupant. The floor space to be calculated on the basis of total habitable room area. This, however, shall not apply to require a dwelling in excess of nine hundred sixty (960) square feet in area.

(1) Least dimension of:
(a) Living room space, eleven (11) feet;

(C) At least one-half (1/2) of the floor area of every habitable room shall have a ceiling height of at least seven (7) feet; the floor area of that part of any room where the ceiling height is less than five (5) feet shall not be considered in computing the total floor area of the room for the purpose of determining the maximum permissible occupancy.
(D) Basement space may be used as habitable living area provided the window area meets the requirements of § 71.027, except where there is some other device affording adequate ventilation approved by the Inspector and provided the floors and the walls of the basement are insulated against dampness and impervious to leakage of underground and surface water.
