(A) Every habitable room shall have a window or skylight facing directly to the outside. The minimum total window for every such room shall be not less than ten percent (10%) of the floor area of the room or sleeping room and no less than seven percent (7%) for all other habitable rooms except where other equivalent means of artificial lighting are approved by the Inspector.
(B) Every habitable room shall have an openable window area of no less than five percent (5%) of the floor area of the room except where there is supplied some other device affording equivalent mechanical ventilation approved by the Inspector.
(C) Every bathroom and water closet compartment shall comply with the light and ventilation requirements for habitable rooms contained in subsections (A) and (B) except that no window or skylight shall be required inadequately ventilated bathrooms and water closet compartments equipped with a ventilation system which is kept in continuous operation during the occupancy of the rooms an approved by the Inspector.
(D) Every dwelling unit shall be supplied with electricity within three hundred (300) feet or available service from power lines. Within the dwelling:
(1) Every habitable room shall contain at least two (2) separate floor or wall type electric convenience outlets, or one (1) such convenience outlet and one (1) supplied ceiling type electric light fixture; and
(2) Every water closet and lavatory basin compartment, bathroom, laundry room, furnace room, and public hall shall contain at least one (1) supplied ceiling or wall type electric light fixture;
(E) Every dwelling shall have heating facilities capable of safely and adequately heating all habitable rooms to a temperature of 70 degrees F. at a location three (3) feet above the floor level when the outside temperature is 10 degrees.
(F) Where heat is not furnished from a central heating plant, one-half (1/2) of all rooms shall be equipped with either fireproof chimney flues or with 220 volt electric wiring.
(G) All gas burning room heaters shall be vented to the outside air by a smoke pipe or flue. Rubber tube or armored rubber connections of all gas heating fixtures are prohibited.
