Any vacancy in the office of Council member shall be filled within forty-five days by the selection of some qualified person, by vote of a majority of the remaining members of the Council. A Council member chosen to fill a vacancy shall serve until the next municipal election and until a successor is elected and has qualified, either for a full term or for a partial term.
