Council members shall serve without compensation, unless and until this rate is changed by ordinance. No such salary may be changed except by ordinance, passed by Council at least one hundred days before a municipal primary election, and no such ordinance shall become effective until after the reorganization of the Council following the next succeeding regular municipal election.
