Every owner or operator of such licensed vehicle used as set forth in Section 6-3-1 herein, shall only operate said motor vehicle within the Village between the hours of six o'clock (6:00) A.M. and six o'clock (6:00) P.M. for the purpose of removing waste from septic tanks, cesspools and outhouses and shall not park or allow said vehicle to stand in the business district or residential district of the Village for more than one hour during said hours unless being used at said time for the removal of said waste matter. No owner or operator of such vehicle, whether licensed or not, shall allow said vehicle to remain within the corporate limits of the Village between the hours of six o'clock (6:00) P.M. and six o'clock (6:00) A.M., nor park said vehicle within one-half (1/2) mile of the Village limits. The owner or operator of any such vehicle used for the purpose aforesaid shall in no event dispose of any waste or other debris removed from any septic tank, cesspool or outhouse in the Village limits or within one-half (1/2) mile of the Village limits, and shall not dispose of any waste in any stream or watercourse which flows to within one-half (1/2) mile of the Village limits.
