5-2-2: INOCULATION, REGISTRATION AND MICROCHIPPING OF DOGS AND CATS 1 :
   (A)   Vaccination. The inoculation of dogs and cats as required by 510 ILCS 5/8 shall be performed by a veterinarian duly licensed to practice his profession in this state. Either a one-year or three-year vaccination is acceptable except as otherwise provided by law.
   (B)   Rabies prevention. All cats and dogs four months or older are required to have rabies shots in order to prevent the spread of rabies among dogs, cats and other animals.
   (C)   Official registration certificate, registration fee required. The veterinarian who inoculated the dog or cat shall complete the official registration certificate including official rabies vaccination record and official registration data except for validation of registration and the name of the registering officer. The original registration shall be remitted, along with registration fees collected, to the county's animal control department by the veterinarian. The veterinarian shall retain a copy of the registration for his records and shall provide a copy of the registration, instruction material, and rabies inoculation tag, as provided by the county, to the registrant.
   (D)   The registrant shall remit the required registration fee for each dog and cat owned at the time of inoculation for animals vaccinated within Kankakee County. Failure to pay the registration tag fee(s) at the time of inoculation(s) given within Kankakee County shall be a violation of this section. The registration tag fee must be paid to the county animal control department when a vaccination is obtained out of county within fifteen (15) days.
   (E)   Lab fees for rabies specimens taken as determined to be necessary or prudent at the discretion of the animal control administrator or the administrator's designee shall be assessed as stated in section 5-2-1.
   (F)   Fee waived. The registration fee may be waived for dogs and cats used by research facilities for research purposes as long as said animals are confined on the premises of the facility.
   (G)   Waiver of fees for handicapped individuals with dogs. Dog tag fees associated with rabies vaccination of dogs should be waived by the animal control department for individuals who provide proof of their certification of service dogs associated with their disabled status.
   (H)   Microchipping. All dogs and cats in the county must be microchipped for identification at the time of their rabies vaccination. Puppies and kittens must be microchipped by nine months of age. The microchip number shall serve as the animal control registration number.
   (I)   There shall be a separate and additional registration fee for unaltered dogs and cats with the microchip number of the animal(s) to be used as the registration number. The fee shall be as stated in section 5-2-1. Dogs and cats that are spayed or neutered shall be registered at no cost. The fees collected from this registration fee shall be placed into the animal population control fund. (Ord. O-6-22-3, 6-20-2022)
