5-2-1: ANIMAL CONTROL PERSONNEL; OPERATION OF PROGRAM; ANIMAL WELFARE ADVISORY COMMITTEE (AWAC) 1 :
   (A)   Administrator: A veterinarian licensed by the state of Illinois and appointed pursuant to this section, or a non-veterinarian may serve as administrator under the Illinois Animal Control Act (510 ILCS 5/1 et seq.). In the event the administrator is not a veterinarian, the administrator shall defer to the deputy administrator regarding all medical decisions.
      1.   The county board chairman with the consent of the county board and recommendation of the sheriff, shall appoint an administrator. Appointments shall be made as necessary to keep this position filled at all times. The administrator may be removed from office by the county board chairman, with the consent of the county board.
      2.   The administrator may appoint as many deputy administrators and animal control wardens to aid him or her as authorized by the board.
      3.   The compensation for the administrator, deputy administrators, and animal control wardens shall be fixed by the board. The administrator may be removed from office by the county board chairman, with the consent of the county board.
   (B)   Deputy administrator: A veterinarian licensed by the state of Illinois, appointed by the administrator or the county board.
   (C)   Animal welfare advisory committee (AWAC):
      1.   The purpose of the committee is to provide representatives of the animal community an opportunity to provide their insights and experience to the county board when it comes to needed county actions regarding companion animals or modifications of the current animal ordinances; and
      2.   AWAC shall consist of eight members, to-wit: Two county board members to serve as voting members; six advisory members, including one county veterinarian, members of the shelter community, and members at large, and that advisory members shall serve without compensation; and the animal control administrator shall serve as a non-voting member of the subcommittee.
      3.   The community services committee is hereby given authority to select the individuals who will serve on the subcommittee and the subcommittee will be reportable to the community services committee. (Ord. O-6-22-3, 6-20-2022)
