GRANGEVILLE CITY ORDINANCE NO. 974
   AN ORDINANCE OF THE CITY OF GRANGEVILLE PROVIDING FOR THE AMENDMENT OF TITLE 2 CHAPTER 2 SUBSECTIONS 2 (ORD. 486, 12-20-1976), 5 (1959 CODE; AMD. ORD. 486, 12-20-1976) AND 8 (1959 CODE) OF THE MUNICIPAL CODE OF THE CITY OF GRANGEVILLE TITLED LIBRARY BOARD; AMENDING THE LIBRARY BOARD TRUSTEE APPOINTMENT, TERM, AND REMOVAL TO BE CONSISTENT WITH IDAHO CODE; AMENDING THE FREQUENCY AND CONTENT OF REPORTS FROM THE LIBRARY BOARD; PROVIDING FOR THE REPEAL OF ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING FOR THE ORDINANCE BECOMING EFFECTIVE UPON ITS PASSAGE, APPROVAL, AND PUBLICATION.
 
   BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF GRANGEVILLE, IDAHO COUNTY, IDAHO, AS FOLLOWS:
 
   Section 1: Section 2-2-2 of the Grangeville Municipal Code shall be amended to read as follows:
 
BOARD APPOINTMENT AND TERM
For the government of such library and reading room, there shall be a board of five (5) library trustees appointed by the city council, from among the citizens thereof, at large, and not more than one member of the city council shall, at any time, be a member of said board. Such trustees shall hold their office for five (5) years from the date of appointment, and until their successors are appointed, but upon the first appointment they shall divide themselves at their first meeting, by lot, into five (5) classes: one member shall form the first class and shall serve for one year from the date of appointment; one member shall form the second class and shall serve for two (2) years from the date of appointment; one member shall form the third class and shall serve for three (3) years from the date of appointment; one member shall form the fourth class and shall serve four (4) years from the date of appointment; and one member shall form the fifth class and shall serve for five (5) years from the date of appointment. All vacancies shall be reported to the city council within five (5) days by its trustees, and shall be filled by appointment in the same manner as appointments are originally made. Appointments to complete an unexpired term shall be for the residue of that term only. No compensation shall be paid or allowed to any trustee in any manner whatsoever.  Library trustees shall be appointed and serve terms pursuant to Title 33, Chapter 26, Idaho Code.
 
   Section 2: Section 2-2-5 of the Grangeville Municipal Code shall be amended to read as follows:
 
REPORTS OF THE BOARD
   Said board of trustees, or their designee, shall make the following reports to the city council as follows:
A. A monthly report at the first meeting of the city council each month.
B.A. A a quarterly report at the first meeting of the city council in the months of May, August, November and February of each year. to
   C. A yearly report at the first meeting of the city council in the month of May each year.
Such reports shall state the conditions of their trust, and the various sums of money received for the Library Fund and their sources and how much has been expended; the number of book and periodicals on hand and the number added by purchase, gift or otherwise during the period covered by said report; the number lost or missed; the number of books loaned out and the general kind and character of such books summarize the activities of the library in the last quarter with such other statistics and information and suggestions as it may deem of general interest and the City Council may require.
 
   Section 3: Section 2-2-8 of the Grangeville Municipal Code shall be amended to read as follows:
 
DISSOLUTION OF THE LIBRARY BOARD REMOVAL OF LIBRARY TRUSTEES
Should said Library Board fail, refuse or neglect to make required reports at the time provided for, and after five (5) days' notice by the Mayor, still refuse and neglect to make the same, upon the report of the Mayor to the City Council that such board has failed, refused or neglected to make such reports, the Library Board shall be deemed to be dissolved and no longer entitled to act as such or to incur any expense in connection therewith or to receive or pay out any money; and it shall be the duty of the Mayor at the next meeting of the City Council to appoint a new Library Board. Removal of library trustees shall be conducted pursuant to Title 33, Chapter 26, Idaho Code.
 
   Section 4:   All ordinances or parts of ordinances in conflict herewith are hereby repealed.
 
   Section 5: This ordinance shall become effective upon its passage, approval, and publication in the Idaho County Free Press.
 
This ordinance passed under a suspension of the rule requiring three readings on separate days at a regular meeting of the City Council held on the 2 nd day of January, 2024.
