The planning and zoning commission shall adopt such rules and regulations as it may deem necessary, pursuant to the revisions of Idaho Code, title 67, chapter 65, to carry into effect the provisions and purposes of this chapter. It shall hold such meetings and meet at such places as from time to time shall be necessary and it shall hold such hearings as the commission or the majority thereof, or the law may require. At the first meeting of the commission in January of each year, it shall elect one of its members as chairman, and each day thereafter, during the first meeting in January, the commission shall again select a chairman for the next succeeding year.
