A. Preapplication (Optional): Subdivider and Administrator conduct optional, informal discussion and presentation of sketch plan.
B. Administrator Action (Optional): Administrator to optionally inform subdivider of problems, requirements and/or give go-ahead to prepare preliminary plat.
C. Preliminary Plat: Subdivider completes subdivision application form and has preliminary plat prepared including: (Ord. 561, 4-18-1983)
Ten (10) copies of plat at least twenty four inches by thirty six inches (24" x 36") on good quality paper.
Ten (10) sets preliminary engineering plans for streets, water, sewer, sidewalks, drainage and other improvements. (Ord. 561, 4-18-1983; amd. Ord. 820, 5-21-2007)
D. Planning And Zoning Commission Review: When subsection C of this section is complete, the Planning and Zoning Commission may review preliminary plat and application. If proposed subdivision is within an area of critical concern, or other problems are apparent, professionally trained persons may be asked for advice and opinions.
Commission may approve, disapprove, conditionally approve, or table application for further study.
Maximum time limit of ninety (90) days. Usual time limit of sixty (60) days. When approved, or conditionally approved, subdivider may prepare final plat.
A public hearing may be held by the commission to obtain information and input from adjoining property owners. Approval shall be based upon conformance of the subdivider to the comprehensive plan, availability of public service, continuity of the development with capital improvement programs, public or private financial capability of supporting services for the proposed development, and other health and safety or environmental problems brought to the commission's attention.
E. Final Plat: Subdivider completes final plat application form and submits final plat to the commission. Any conditions placed on approval of preliminary plat must be met before approval of final plat. Final plat must be in compliance with all provisions of the Idaho Code and must contain proof of closure by a licensed engineer.
F. Planning And Zoning Commission Review: Upon completion of subsection E of this section, the commission will review the final plat and application, complete with approval and stamp or signatures of licensed engineer and Health Officer. The commission may request opinions from persons consulted on the preliminary plat to assure that all conditions set have been complied with. The commission may then approve, disapprove, or table the final plat. If approved, Secretary or Chairman of the commission must sign the plat. If disapproved, or tabled, the commission must inform the subdivider what measures he must take to gain approval.

G. City Council Approval: When a final plat is signed by the commission, it may be presented to the Council within one year for approval. The City Council may vote to approve, disapprove, or table the plat for further information. If approved, the plat must be recorded within one year of the date of approval by the Planning and Zoning Commission. If disapproved or tabled, the City Council must inform the subdivider of requirements to obtain approval.

H. Recording Of Plat: All plats must be recorded before any lots may be sold. No plat may be recorded until a guarantee of completion of public facility improvements is approved and accepted by the City Council and such acceptance is verified by the signature of the City Clerk on the back of the final plat.
I. Completion Of Improvements: No lots in any subdivision may be sold until all public improvements are completed by the subdivider and accepted by the City Council or a surety bond of other financial guarantee is provided by the subdivider and accepted by the City Council. (Ord. 561, 4-18-1983)
