A. Theft Of Services:
1. It shall be unlawful for any person to deposit solid waste in any commercial container placed for a private or public individual, business, or agency unless the person has been so authorized by the owner or individual in charge of the container.
2. It shall be unlawful for any person not a resident of the City to leave solid waste with a City resident for pick up pursuant to this chapter.
3. Violation of this subsection shall be construed as a theft of services. (Ord. 612, 2-6-1989)
B. Theft Of Solid Waste: It shall be unlawful for any person to enter into, to search in, or to remove any solid waste of any kind or description including, but not limited to, recyclables which have been deposited in solid waste refuse containers, including dumpsters within the City, if the containers are open to use by the public.
No person shall be convicted of violating this subsection if that person possesses advance written permission to engage in any of the aforementioned acts. Such permission must be signed by an authorized agent of the Grangeville solid waste contractor. (Ord. 700, 6-16-1997)
