The mayor and city council shall be the sole authority to license, contract for or to otherwise provide for all services pertaining to sanitary collection and disposal within the city, let bids for or establish reasonable fees for licenses or franchises and is hereby authorized to enter into contracts with one or more contractors, and establish reasonable rules and regulations governing the conduct and operation of such licensees or contractors. The city council may require of any licensee or contractor a bond in a reasonable amount, the condition of which shall be satisfactory performance of the contract. (Ord. 404, 5-5-1969, eff. 6-1-1969)
