Collectors shall collect rubbish and garbage from each customer's residence at least once a week on a regularly scheduled day. Provided, however, where the collection of garbage and refuse on the established schedules would be impracticable because of unusual or exceptional circumstances, the City Council may issue a special permit altering the time and extent of collections. The frequency and manner of commercial collections shall be governed by each commercial customer's usual needs and circumstances, and these shall be established by agreement between the customer and the collector.
