Every producer of waste within the City, and thus every owner and occupant of premises within the prescribed limits of the City, must use the refuse collection and disposal system herein provided, and shall deposit, or cause to be deposited, in accordance with this chapter, all rubbish and garbage that is of such nature that is perishable, may decompose, or may be scattered by wind or otherwise. Problems in the administration of the system created by this chapter, including the handling of patron and contractor complaints, shall be referred initially to the Health and Sanitation Committee of the City Council. Then any decision of the committee may be appealed informally to the City Council sitting at the next regular meeting thereof. Each unit within a multi-unit residential building such as an apartment shall pay the minimum residential fee as specified in this chapter, and as from time to time shall be amended, unless the person responsible for that building shall have contracted for a mechanical container for that building.
Each business within a building housing multiple businesses shall pay one minimum business rate which shall permit a business one residential mechanical cart per week for the minimum, unless the responsible person for that building shall have secured a mechanical container for the business occupants of that building.
