All the rules, regulations and provisions of this Chapter shall be considered a part of the contract with every person who is supplied with water through the waterworks system of the City, and every such person, by taking water, shall be considered and held to consent to be bound thereby, and when any of them are violated, or such others as the City or Utilities Director may adopt, the water shall be cut off from the building or place of such violation, and the water shall not be turned on again except by order of the Utilities Director and on payment of the expenses of shutting off and turning on the same, and upon such other terms as the Utilities Director shall determine; provided, there is a satisfactory understanding with the offending party that no further cause for complaint shall arise.
