It shall be the duty of the Utilities Director to report to the City Council monthly a particular account of the affairs of the water operations for the preceding month, together with all suggestions and recommendations as deemed proper. The Director shall also make and submit a statement at the beginning of each fiscal year for the whole of the preceding year.
