The owner or operator of any privately-owned well now in existence and being used for air conditioning or commercial purposes shall register the same with the City public works department in order that the same may be periodically inspected so that the City may ascertain whether or not such well has been wrongfully connected with the water system of the City. There shall be no fee required for the registration of existing wells.
