In the event any property owner within a newly created paving district shall fail or neglect, within the time provided by this article, to lay service pipes or connect with the water and sewer mains in any street before such street is paved, the City is hereby authorized and required, after due notice given as required by law, to lay such service pipes and connect the same with the water and sewer mains in such street, and the cost of such extension, connection, and improvement is hereby made assessable as a special tax against the property contained in such district and benefit thereby.
