The city clerk is hereby instructed, after the organization of a paving district is completed, to publish a notice, in a legal newspaper published in the city, and directed to the property owners within such district, and to public service and utility companies having mains within such streets or wishing to lay mains in such streets for future use, advising such property owners and public service and utility companies of the provisions of this article.
