All property owners within a newly created paving district who derive their water and sewer service from mains laid in the streets proposed to be paved within such paving district are hereby required to lay service pipes and sewers from the street to the curb line and connect same with the water and sewer main in such street before the surface of such street is paved and within the time provided by this article.
