It shall be the duty of any property owner or any lessee or occupant of any property to remove all obstructions as defined in §32-2 and §32-3 of the Grand Island City Code originating from that part of street right-of-way lying between the curb and the adjacent property line of said property owner or lessee or occupant, or where no curb exists, that part of the street right-of-way between the lateral line of the right-of-way improved for vehicle use and the adjacent property line of said property owner or lessee or occupant.
