31-19.1   Public Property; Authorized Signs
The city council may authorize the construction and placement of signs or other structures upon public property within the city which exceed the height, width, area, and setback requirements of this chapter, provided:
   A.   A public hearing shall be held before the city council to consider the proposed project;
   B.   Notice of said hearing shall be published one time at least ten days prior to the hearing;
   C.   The owners of all property located within 150 feet of the proposed project shall be mailed a copy of said notice of hearing at least ten days prior to the hearing;
   D.   The proposed sign or structure shall not unduly interfere with the full use and enjoyment of the public property or private property in close proximity thereto;
   E.   The design, size and placement of the proposed sign or structure shall be aesthetically appropriate and proportional to the use and size of the public land upon which it is to be placed;
   F.   The proposed sign or structure shall be determined by the city council to be in furtherance of a public purpose and its construction and placement to be in the best interests of the city and its inhabitants.
