31-2   Sign Permit; License; Requirements
   A.   It is unlawful for any person to erect, re-erect, move, remove, or materially alter any sign within the City's zoning jurisdiction without first obtaining a permit therefor as provided in this chapter.
   B.   Except as provided in subsection (C) below, it is unlawful for any person other than a licensed sign hanger to erect, re-erect, move, remove, or materially alter any sign within the City's zoning jurisdiction.
   C.   A property owner or tenant may erect, re-erect, move, remove, or materially alter signs upon his, her, or its own property when such signs do not exceed any of the following limitations:
      1.   For flat, nonprojecting or ground mount signs:
         a.   maximum of twelve (12) feet above the adjacent surface;
         b.   maximum of forty (40) square feet of surface area (per side);
      2.   For projecting signs:
         a.   maximum of twelve (12) feet above the adjacent surface;
         b.   maximum of two (2) feet projecting from building;
         c.   maximum of four (4) square feet of surface area (per side);
      3.   For all signs:
         a.   must comply with all other provisions of this chapter;
         b.   all electrical wiring must be installed by a licensed electrician and comply with all City Code provisions pertaining thereto.
