It shall be unlawful for any person to board or enter on to any train, engine, or car in motion, or for any person to loiter about any train, car, depot or depot grounds, or tracks of any railway company within the City; provided, that nothing in this section shall be construed as to interfere with the rights of any person holding a railroad ticket, or any person being at such place on business and for business purposes only, or employees of any railway company.
