28-4   Trains Obstructing Streets
It shall be unlawful for any railroad company or corporation, its agents, servants, or employees to permit a train of cars or any car or engines to stand or remain upon any public street of the City in such a manner as to obstruct travel or passage of vehicles or prevent or obstruct the use of the streets or sidewalks by pedestrians for the space of more than five minutes at any one time.
Any officer, employee, or agent of any railroad corporation or company who shall violate the provisions of this section shall be deemed guilty of a misdemeanor; provided, that in the case of a wreck or other unforeseen or unavoidable accident which shall cause any street to be obstructed, the mayor may allow a reasonable time to such corporation or company to clear the same.
