25-5   Record Book Generally
All persons who shall engage in the business of pawnbroker shall keep a book in which shall be legibly written in ink any loan or purchase, an accurate account or description in the English language of the goods, articles or things pawned, pledged or purchased, the amount of money loaned or paid therefor, the time the same was received, and the name, residence, and place of residence of the person pawning or pledging such goods; and, when purchased or received from a minor, the name of the father and mother of such minor and where the father and mother reside, which book, together with the article pawned, shall be at all times open to the inspection of the mayor or any member of the police department.
