Before any license to operate the business of a pawnbroker shall be granted, the person applying for such license shall give a bond to the City in the sum of five thousand dollars, with surety, to be approved by the mayor and council, conditioned on the faithful performance of the trust imposed by law or by usage upon pawnbrokers.
