All occupation taxes collected in accordance with the provisions of this article shall be paid to the city treasurer at the time specified in this article, who shall issue and deliver a receipt therefor upon payment thereof, and the amount so paid shall be credited by the city treasurer to the general fund of the City, unless otherwise directed by the city council.
