22-68 Clinging To Motor Vehicles Prohibited

A. It shall be unlawful for the driver of any motor vehicle to permit any pedestrian or any person traveling upon any bicycle, sled, roller skates, skateboard, or any toy vehicle, to cling to or attach himself or his bicycle, sled, roller skates, skateboard, or toy vehicle to such motor vehicle.

B. It shall be unlawful for any pedestrian or any person traveling upon any bicycle, sled, roller skates, skateboard, or any toy vehicle to cling to or attach himself to any motor vehicle being operated on the streets or alleys within the City.
