22-66   Backing Against Traffic
It shall be unlawful for the driver of any motor vehicle to back such motor vehicle on City streets, except while moving out from an angle parking position, while moving into a parallel parking position, or while moving it from a driveway. No backing movement shall be made unless it can be made safely.
