22-64   Slow Moving Vehicles; Impeding Traffic
   A.   It shall be unlawful to drive a motor vehicle at such a slow speed as to impede or block the normal and reasonable movement of traffic.
   B.   It shall be unlawful for drivers of motor vehicles traveling at a speed less than the speed limit established for such street, or at a speed less than the normal speed of traffic at the time and place and under the conditions then existing, to fail to drive in the right hand lane then available for traffic, or as close as practicable to the right hand curb or edge of the roadway, except when overtaking and passing another vehicle proceeding in the same direction, or when preparing for a left turn at an intersection or into a private road or driveway.
   C.   It shall be unlawful for a driver of a motor vehicle to impede the normal and reasonable flow of traffic on a street having two or more lanes of travel in one direction by operating his motor vehicle side by side with and at the same speed as another motor vehicle in an adjacent lane.
   D.   Motor vehicles traveling in the same direction of travel shall be operated only in a single file manner. It shall be unlawful to operate a motor vehicle side by side with and at the same speed as another motor vehicle in the same traffic lane.
