22-61   Driving While Embracing Another
It shall be unlawful for any person to operate a motor vehicle upon the streets of the City when the operator has another person in front of him, on his lap, or in his embrace, or when another person, package, or other encumbrance prevents the free and unhampered operation of such vehicle.
