22-40   Right-Of-Way; Blind Persons
When the operator of a motor vehicle, or other vehicle, approaches or comes into the proximity of a person who is using a guide dog, or who is carrying a white cane or white stick, it shall be unlawful for the driver to fail to immediately come to a stop and yield the right-of-way to such person if such person is in the path of or is approaching the path of such vehicle, and shall remain stopped until such person has reached a position well outside the course normally used by the operator of such vehicle.
