Any motor vehicle or trailer parked or operated upon any highway, street, or alley within the City or public parking lot owned by the City in violation of §22-13 and §22-14 of this Code is declared detrimental to the health, safety or welfare of the inhabitants of this City and shall be deemed a public nuisance, subject to removal and impoundment by the Police Department pending compliance with the motor vehicle registration statutes of the State of Nebraska or forfeiture. The cost of removal and impoundment shall be paid by the owner of the motor vehicle or trailer prior to release from impoundment.
