The provisions of this chapter relating to the operation of vehicles refer exclusively to the operation of vehicles while upon streets, alleys, or other public right-of-way of the City of Grand Island, unless a different place is specifically referred to in an ordinance section. The ordinances pertaining to careless, reckless, and willful reckless driving shall refer to operation of motor vehicles throughout the City of Grand Island, whether the acts are committed on streets, alleys, public property, or private property.
