The mayor, city administrator, city engineer, chief of police, or the commanding officer in charge of the Police Department are hereby empowered collectively and individually, to make and enforce temporary traffic regulations to cover emergency or special conditions. It shall be unlawful for any person to disobey the directions of such regulations as promulgated pursuant to this section.
