In addition to any other requirements mandated by this ordinance, or by Federal or State law, an MCS provider shall comply with the following special service requirements for blind, hearing-impaired, or ambulatory-impaired customers:
A. provide wheelchair accessibility to an MCS provider's customer service office;
B. for any customer declared legally blind by the State, an MCS provider must provide, if requested by such customer, large type, braille, voice synthesized or functionally equivalent notices, bills, and other pertinent multi-channel system information;
C. provide at a non-discriminatory cost, a special closed-captioned converter for the hearing impaired;
D. provide at a non-discriminatory cost, a remote control device and/or converter for wheelchair subscribers or subscribers with a permanent medical or physical ambulatory impairment;
E. where applicable, provide modified or special instructions for use of equipment by individuals who have physical impairments; and
F. in times of a disaster emergency or other instances requiring an emergency alert, mandating an all channel video blanking capability, so that all channels would be blanked simultaneously with the audio alert signal, in order to increase the likelihood that hearing and sight-impaired customers would be alerted.
