To the extent that they are consistent with the requirements and responsibilities detailed in this ordinance, an MCS provider is authorized to promulgate such rules and internal practices as shall be necessary to enable it to exercise its rights and perform its duties under this ordinance, the state, and the rules of any federal agency charged with the responsibility of regulating MCS providers.
