9-11   Failure Of The Council/Franchising Authority To Enforce This Ordinance
A non-exempt MCS provider shall not be excused from complying with any of the requirements of this ordinance, or any subsequently adopted amendments to this ordinance, by any failure of the Council/franchising authority on any one (1) or more occasions to seek, or insist upon compliance with such requirements or provisions.
