(a) The deposit, storage or maintenance of litter or junk cars outside a building within the Village of Golf Manor is hereby declared to be a public nuisance and offensive to the public health, safety and welfare of the residents of the Village.
(b) All noxious weeds as described in Section 553.01 are hereby declared to be a public nuisance and offensive to the public health, safety and welfare of the residents of the Village.
