553.01 DEFINITIONS.
   For the purpose of this chapter certain terms are defined as follows:
   (a)   “Junk car” means any used vehicle propelled or intended to be propelled by power other than human power and which is in inoperative or partially dismantled condition or is unlicensed. (Ord. 89-10. Passed 6-19-89; Ord. 2019-14. Passed 1-27-19.)
   (b)   “Litter” includes any garbage, waste, peelings of vegetables or fruit, rubbish, ashes, cans, bottles, wire, paper, cartons, boxes, parts of automobiles which are not currently being utilized for the repair of the motor vehicles, furniture, glass and oil of an unsightly or unsanitary nature or anything else of an unsightly or unsanitary nature, as well as pamphlets, flyers, leaflets, newspapers and other written communications of any kind that are not contracted for or authorized in writing by the business owner or occupant of the residence to which such pamphlets, flyers, leaflets or other written communications are being delivered that are not placed on the porch of the residence or building to which such pamphlets, flyers, leaflets or other written communications are being delivered or to which are not affixed to the door of the business or residence to which they are being delivered.

   (c)   “Noxious weeds” includes horse weeds, poison ivy, ragweed, ground cover, grass or any other weeds or wild plants which have grown to a height of ten inches or more, which by reason of the pollen or the seed spread or about to be spread by it, or by reason of the density of its growth or by reason of its unsightliness, injuriously affects the public health, safety or welfare.
